I heard Flowing Lake Golf Course deep in Snohomish was a dump but very inexpensive, so I tried them out a last Sunday to see for myself. The round was $40 for my wife and I with my pull carts and even though we started about 1:00pm we did not have to pair up, (my wife is a beginner and has a hard time golfing with "strangers" so this was a good thing). The course itself was nice and laid out well for the land it was situated on. About half of the holes are situated on dipping parts of the hill the course was built on. I think I lost more weight pulling the beers in my bag up and downhill, than I gained drinking them.
As far as the condition of the course, the greens needed a trim but the fairways were pretty clear and most of the grass was green. If you want to work on your irons this is a great executive course to do so on. My wife liked it too because the shorter holes don't leave her frustrated after 18.
Be forewarned there is no cafe. They should take that sign down serving so few food and beverage items.
For a cheap short course I would say you do get what you pay for. I probably wouldn't play it once the rain starts though, I could see the holes at the bottom of the hill getting soggy with all the natural water on the course.

I've gone to this place a couple times and you're right about the water. Anytime after September or before April is no good.
